Since 1980 , the basic institutions of “people' s commune” have been persisted in the Yakou Village .I discover that , there is a special belief behind the village commune of Yakou , which is “to protect the weak , and to distribute according to labour” .This belief is not only the objective of the village commune to be achieved , but also decides the basic characters of the commune institutions .There are three main factors that enable the belief to be carried out in Yakou .First , most villagers of Yakou accept the belief .Second , Lu Hanman , the secretary of Yakou branch of the Communist Party , has build up a political group to support the commune institutions .Third , the enforcement scope of the commune institutions became smaller gradually , so the village commune can rent its resource out and receive rents continually .
