Xiangtan Public Warehouse and the Change of Local Politics :An analysis based on Xiangtan Jiguju Zhi

1926年编成的《湘潭积谷局志》记录了自同治二年直至民国年间积谷局经由与返乡湘军密切相关的传统士绅倡导、设立、维持直至被官府吞噬的全过程。积谷局司事由县城的士绅和乡村中义仓管理者组成,显示了城乡间的相互联结。积谷局的经费维持除了各司事的摊捐外,还在很大程度上与湘潭发达的商业活动相连接,红册费衍为积谷局的稳定收入来源。主理积谷局的士绅们由此获得了地方上的权威地位,乃至成为地方政治的主导者,既可以与官方较量,又可以平抚民众,甚至能以保持社会安定的理由抵拒晚清自上而下的自治运动中官方力量的渗入,这显然与湘潭特定的地理与社会背景分不开。 

Xiangtan Jiguju Zhi is a book issued in 1926, which recorded the whole process of a grain storage organization built and maintained by local gentry , and finally taken over by the government.The local gentry had a close relation with the Xiang Army , and the managers of this organization were consist of gentlemen from both town and countryside, which showed that the link between the town and countryside had set up . This organization' s fund came from donations from the gentry and some commercial activities, among which the Red Book Fee was a stable resource.Through this storage organization, these managers won authority and led local affairs.Sometimes they contested with officials, sometimesthey pacified the people, sometimes they could resist penetration of the central government with many reasons.
