NGO与政府合作中的自主性何以可能?——以上海YMCA为个案

| 摘要： | 本文运用“制度—生活”分析框架,根据个案调查获取的经验资料与文献资料,对个案NGO组织与政府合作的过程加以考察。研究发现:在合作过程中,NGO既要有妥协又要有坚持,妥协要妥协得有智慧、有策略,坚持要坚持得有理性、有原则；在“强国家弱社会”的背景下,“做加法”是NGO同政府妥协的一种有智慧、有成效、可复制的策略；“理念与责任”、“专业化道路”是NGO必须坚守的底线,在NGO自主性成长的内部条件中,它们比“经济基础”更为重要。 |
| 英文摘要： | Based on empirical and documentary materials, this paper explores the process of cooperation between Shanghai YMCA and the government by using the "institution-life" analytical framework. The study shows: in the cooperation process, NGOs need both compromise and persistence. Compromise needs wisdom and strategy, while persistence requires rationality and principles. Against the background of " strong state and weak society", " addition" is a wise, effective, and replicable strategy for NGOs to compromise with the government, while "belief and responsibility" , "professionalization" are the baseline, which is more crucial than "economic foundation" among the internal conditions for the development of NGOs' autonomy. |
