国际市场上中国企业的地位危机及其化解——以鞋企抗辩欧盟“反倾销”为个案

本文建构了一个分析国际巿场上外来企业地位危机及其化解机制的理论框架,以中国鞋企抗辩欧盟“反倾销”为个案,探讨了中国鞋企在欧盟市场发生地位危机的缘由及化解危机的条件和机制。市场的规范性同构机制与规制机构的治理行动使中国鞋企陷入了地位危机。在经济转型过程中滋生的认知堕距使大多数鞋企选择了消极应对策略。奥康较早革新了生产和组织管理模式,在抗辩过程中充分利用行动者—网络向更高层的市场规制机构积极述行自;经济实践的制度合法性,最终重塑了规制机构的判定。在实现企业经营的规范化和国际化,是建立和稳固巿场地位的前提条件。

英文摘要:

This study formulates a theoretical framework to analyze the crisis and resolution of  Chinese firm smarket status on the international market. Taking the defense of Chinese footwear enterprise in EU Antidumping as a case, this paper elaborates on the origin of the crisis of Chinese footwear firms market status, and presents the way to resolve it under double disadvantages of institution and status. The local EU footwear enterprises promoted the antidumping investigation in their Chinese counterparts and also affected the authority and implication of regulatory agency on the market system rules. Finally, the normative isomorphism mechanism of the market and the action of regulatory agency plunged Chinese footwear enterprises into status crisis. During the process of economic restructuring, most Chinese footwear enterprises bred cognitive lag, resulting in production and business practice incompatible with the international market economy, as well as recognizing and understanding deviations from the governance mechanisms on the international market. As a result, the vast majority of footwear enterprises involved had adopted negative coping strategies, finally having no choice but to accept the declining market status or even exit the EU market. On the contrary, Aokang had earlier reformed the production and organization management system, making full use of organizational, institutional and social network resources in the defense process to actively present its institutional legitimacy of economic practices to a higher level of market regulation agency, and eventually reshaped the cognitive and decision behavior of market regulation agency, being out of crisis and maintaining the status quo in the EU market. This case study shows that, in cross cultural trading context, overcoming cognitive lag to the new market structure and culture, and the institutionalization of production and organizational management, are prerequisites for Chinese enterprises to establish and maintain their status on international markets.
